Academicians and Subject-Matter Experts agree that a core curriculum must provide an indication of the knowledge level required for each competency.  Competency assessments should therefore incorporate the knowledge level concept by defining the following three levels and by specifying the required knowledge level at each competency.  The three knowledge levels are:

-         Relies on others for actions

 

·                     Basic understanding

-         Uses full vocabulary

-         Explains dominant issues

-         Has a working knowledge

-         Relies on others for technical support

 

·                     Full knowledge

-         Evaluates studies and findings

-         Capable of contributory writing

-         Capable of full technical actions

-         Consults with experts on an equal basis
